1. You might like to send the attached telegram to the

Governor in advance of tomorrow's ExCo meeting,

incorporating the latest advice from the Emergency Unit, set

out in Mr Lamb's minute of 18 October (attached). Earlier

references are also attached below.

2. The telegram will of course have to issue tonight if it

is to reach the Governor before the ExCo meeting.
