the document in question. On the second issue, I provided them

with a copy of the Extract from the Monopolies and Mergers Commission Report on the Government of Kuwait and BP which gives a clear description of the relationship between the KIA and KIO

which he may wish to send to Gannon.

5 With Giles' approval I have alerted the FCO to this potential problem, which presumably will confront any country freezing assets in the name of the KIA. Giles will keep me informed of

developments.
