Gannon to refer the matter up the line in Hong Kong and ultimately to London for HMG to decide whether they are prepared to accept
the document in question. On the second issue, I provided them
with a copy of the Extract from the Monopolies and Mergers Commission Report on the Government of Kuwait and BP which gives a clear description of the relationship between the KIA and KIO
which he may wish to send to Gannon.
5 With Giles' approval I have alerted the FCO to this potential problem, which presumably will confront any country freezing assets in the name of the KIA. Giles will keep me informed of
developments.
