advice but there remained a caucus of MPs who felt that the allocation of a place to Nauru was unjustified. The Branch Secretary pressed successfully to include them, on the grounds that they were the only Pacific island to have bid for a place on the seminar and were one of the few who could afford the fare!

4. There was some difficulty over the Australian Territories, especially the Northern Territory, whose representative blotted his copybook this year by absenting himself from a large part of the organised programme in order to undertake private visits. The Secretariat did not intend to offer a place to the Northern Territory on either the seminar or the visit in 1991 but we eventually agreed one place for the visit. The Branch Secretary announced that the Australian Federal Government Branch would be sending a 6-man bilateral delegation to London for 10 days in June 1991. They had not, therefore, been favoured in the regular programme.

5. In the case of Canada, the Members present wanted one seminar and one visit place for the Federal branch; one seminar place for Quebec and one seminar and two visit places for other Provinces. They eventually agreed to adjust this by reducing the visit places allocated to "other Provinces" to one, in favour of Quebec, which ended up with one place on each.

6. The Branch Secretary will consult us later about topping up if there are any cancellations.
