CALL BY SINGAPORE HIGH COMMISSIONER ON MR BURNS
1. The following topics were touched on during the courtesy call.
Cambodia
2. Mr Aziz had a short meeting with his Foreign Minister when Mr Wong Kan Seng stopped over on his return from the United Nations. The Minister expressed the view that the Chinese would not prove very helpful over the Cambodian question.
Hong Kong
3. Mr Burns spoke of the need for confidence to be restored in China's own interest in terms of inheriting a going concern. The High Commissioner responded that little was to be expected whilst those who had been on the 'long march' remained in power.
ZOPFAN
4. The High Commissioner said that Singapore took a cool view. The US security umbrella had worked well but now the worry was about the growing role of the Japanese.
Iraq/Kuwait
5. The High Commissioner reported that a few Singapore nationals had been on the BA flight caught on the ground in Kuwait, but they had managed to shed their passports and the Malaysians issued them with temporary travel documents. Mr Aziz also brought news of the two C 130 aircraft jointly sponsored by Brunei and Singapore which would take in relief medical supplies to Amman and fly out with Sri Lankan refugees.
