1. As requested in your minute of 3 January, I submit a draft PS letter to PS/No 10 which explains that the Secretary of State will hold separate talks with the Japanese Foreign Minister before joining the talks and lunch at No 10, and suggests how the agenda might be divided up. The draft also covers the question of Sir John Whitehead's participation in the talks.

On our side, Lord Brabazon may wish to participate in the talks. PS/Lord Brabazon will consult the Minister on his return to the office.
