1. As requested in your minute of 3 January, I submit a draft PS letter to PS/No 10 which explains that the Secretary of State will hold separate talks with the Japanese Foreign Minister before joining the talks and lunch at No 10, and suggests how the agenda might be divided up. The draft also covers the question of Sir John Whitehead's participation in the talks.

2.

and lunch at No 10. This exceeds the limit we had suggested to them of Mr Kaifu plus four plus an interpreter. The draft letter sets out the Japanese proposal and suggests who might be omitted to reduce the Japanese numbers to a compromise figure of Mr Kaifu plus five and the interpreter.

On our side, Lord Brabazon may wish to participate in the talks. PS/Lord Brabazon will consult the Minister on his return to the office.
