Talks with the Japanese Foreign Minister
The Secretary of State has seen your minute of 28 December. He would like to have separate talks with Mr Nakayama as you suggest before joining the
Prime Minister's talks and the lunch at Number 10.
He also agrees that the agenda should be worked out on the lines you suggest to avoid duplication. I should be grateful if you could provide a draft Private Secretary letter to Mr Powell at Number 10, which
should of course cover the question of Sir John Whitehead's participation.
