3. I submit a composite brief for the Prime Minister, in the form of a draft Private Secretary letter to PS/No 10, which Mr Burns has seen in draft. This incorporates contributions from other departments, cleared as appropriate with Ministers. I also submit separate briefing for the Secretary of State's meeting.
