MEETINGS WITH JAPANESE PRIME MINISTER AND FOREIGN MINISTER: HOUSTON

ECONOMIC SUMMIT

A

1.

The Prime Minister and the Secretary of State will hold

separate bilateral meetings at Houston with the Japanese Prime

Minister and Foreign Minister. Timings have yet to be confirmed.

2. The agenda that the Japanese have proposed for the Prime Minister's meeting with Mr Kaifu is given in the Private Secretary's

letter to No 10 of 4 July. The agenda suggested by the Japanese for

the Secretary of State's meeting with Mr Nakayama is as follows:

a) Policy towards China

b) Hong Kong (including air service agreement separation and

Vietnamese Boat People).

c)

UK-Japanese cooperation in aid policy

d) Other issues to be proposed by UK.

The meeting will provide an opportunity, under item (d) above:

To emphasise UK's commitment to the EC, and its continued

attractiveness for Japanese investors;

- To reiterate UK's liberal approach to the EC's post-1992 cars

regime, and our determination to avoid restrictions on trade in

transplants;

To stress the importance we attach to the continued success of the "Opportunity Japan" campaign, and especially aerospace

sales;

- To seek Japanese views on outstanding regional issues

(Cambodia, Korea).
