constituency, and the result thereof published, in accordance

with regulations made under section 28.

(2) No by-election to fill a vacancy under this section

shall be held

-

(a)

(b)

within the 4 months preceding the fourth

anniversary of the latest ordinary election held

under this Part; or

in any other case, after the publication in the

Gazette of an order of the Governor dissolving

the Legislative Council,

and any such vacancy shall be filled at the next following

ordinary election held under this Part or at a by-election held

in lieu thereof if such ordinary election for the constituency

concerned is countermanded in accordance with regulations made

under section 28.".

6.

New section added

The Ordinance is amended by adding after section 8 -

"8A.

Residence in Hong Kong

(1) No person shall be entitled to be registered as an

elector in any register unless, at the time he applies for

inclusion in the register, he shows to the satisfaction of the

registration officer that he is resident in Hong Kong and that

the residential address declared by him to the registration

officer for inclusion in such register is his principal place

of residence.

(2) In this section, "principal place of residence" means

a dwelling-place at which a person permanently resides and

which constitutes his sole or main abode.".
