The Secretary of State will be holding an office meeting on Wednesday 3 January to discuss the way forward on this issue. particular we will need to decide what line the Governor should take in his forthcoming visit to Peking (now confirmed) and how the issue should be handled by the Secretary of State in Hong Kong.
In my
submission of 21 December, I outlined the available options.
2. The attached paper sets out the potential losses and gains with each option. None of them is risk free and all have disadvantages
of one sort or another.
