Thank you for your letter of 27 September about the prosecution of certain individuals in Hong Kong under the Summary Offences Ordinance

While we seem to be in full agreement about the desirability of developing democracy in Hong Kong, we shall evidently have to agree to differ about the handling of these cases. I do however understand the point you have been making in this correspondence.
