Permits to collect money in public are issued by
the Director of Social Welfare under the Summary
Offences Ordinance to ensure that only bona fide
organisations are allowed to solicit funds from
the public. This is to ensure that monies
collected are applied for the purpose for which
they are collected and that appropriate accounting
arrangements are made, so as to protect the
interests of the general public.

The prosecutions were not politically motivated.
Prosecutions are brought by the Attorney General
acting independently of the Executive.

The current controls are not infringements of
civil liberties. These laws are of long standing
and widely understood and supported by the
public. Other than in the period immediately
After 4 June 1989, when public emotions can high
and a flexible pragmatic approach was quite
cightly adopted by the Police, the law has been
applied consistently and without particular
discrimination.
