Five of the six defendants summonsed for unauthorised

loudhailers were today convicted and each of them fined

HK$75. Our response should be as below -

Controls on the use of loudspeakers in public

places are provided under the Summary Offences

Ordinance (Cap 228) and the Noise Control

Ordinance (Cap. 400). In what is one of the

world's most crowded and noisy cities, it is

necessary to have some control on the use of

loudspeakers which can cause excessive disturbance

to the public. It is also important that there

should be no unnecessary interference with

attempts by the police to control crowds. The use

of loudspeakers is allowed where no conflict with

police operations is likely and where the degree

of noise pollution is acceptable, taking account

of all the circumstances.
