The recent decision by the Hong Kong Attorney General to prosecute several leading liberals under the Noise Control Ordinance and the Summary Offences Ordinance has prompted a

number of MPs letters. The background was set out in my

submission of 2 August. All the defendants have now been

found guilty of the unauthorised use of loudspeakers and collecting money in public and fined small sums (which have recently been paid anonymously on their behalf). But the cases are still subject to appeal and therefore remain sub judice.

4. The Prime Minister has recently written to Mr Paddy

Ashdown on this subject, pointing out that it is a matter

for the Hong Kong Government, not HMG. It would therefore be appropriate to reply to other MPs' letters on similar

lines.
