Three MPs' letters from Mr Norman Fowler,

Mr Robert Hughes and Mr Julian Brazier enclosing

constituents' letters about the recent prosecutions in Hong

Kong for the illegal use of loudspeakers and the unauthorised collection of money in public. (The letter

from Mr Fowler's constituent also touches on democracy and human rights more generally.)

(b) A letter on the same subject from Miss Mary Yuen

of the Catholic Diocese Centre, representing 19 religious organisations in Hong Kong.

Recommendation

2. I recommend that Lord Caithness should reply to all

these letters on the lines of the Prime Minister's recent

letter to Mr Paddy Ashdown. I submit three draft replies on

standard lines and a tailored version for Mr Fowler.
