1. The Rt Hon Paddy Ashdown MP has written to the Prime
Minister about the prosecution of certain leading Liberals
in Hong Kong for the illegal use of loudspeakers and the unauthorised collection of money in public.
Recommendation
2.
I submit a draft reply from the Prime Minister together
with a draft covering Private Secretary letter.
Background
3.
The Secretary of State and Mr Maude have recently
replied to letters from several other MPs about the same
B issue. A copy of the standard reply is attached. The
background is contained in my submission of 20 June.

Mr Ashdown's letter covers much the same ground as the previous letters, but raises some fresh points. These are
