I do not think relationship regarding the Secretary of State's power to approve Hong Kong promotions: they do however hopefully reduce the amount of paperwork involved in the exercise of those powers. Subject to any further thoughts you or Stuart may have, I would propose therefore that we introduce these amended arrangements at once, on an experimental basis.
