EKA 43271 dated 7 August 1985 on the contimed need for us to obtain the Secretary of State's approval for the promotion and appointment of officers in certain grades which Keith has passed to me for consideration. Incidentally, there has not been any correspondence with Richard Hoare on the subject. What was raised by him during his visit here in April 1983 was whether we would favour any further delegation to the Hong Kong Government of the Secretary of State's powers with regard to promotions, appointments and discipline. The agreement subsequently reached was contained in a letter dated 6 June 1983 from Dick Clift to Martin Rowlands a copy of which is attached for your information,
