I refer to your letter of 31 October 1989
addressed to Miss Cherry Ling of General Duties Branch.
We have just completed an internal review on "Referrals of Appointments, Promotions etc. to the Secretary of
of State". Our recommendations are set out in paragraph 8 of the attached paper.
In the course of our review, we have considered whether or not referral to the Secretary of State should

In view of the above, we propose that we should leave things as they are for the time being but should be grateful if you would confirm if this position still stands.
Subject to your
agreement, we propose to implement these recommendations as soon as possible.
