Prime Minister's suggestion, conveyed earlier this week, that we might make a joint demarche with the Americans at Ambassadorial level in Peking over the harrassment of two Hong Kong businessmen
in Shanghai.

The Prime Minister's suggestion was recorded in your minute
of 7 August. I submitted advice on 7 August, having discussed the
matter with Mr Maude and Mr Gillmore. The Secretary of State
concurred with this advice, but commented that we may wish to upgrade our efforts if representations at working level are ignored. He asked to be kept in touch with developments.
