In the light of this, the Foreign Secretary believes

that it would be right to confine our action at this

stage to a working level of intervention with the

Ministry of Foreign Affairs in Peking about the general

implications for confidence in Hong Kong and China's

commercial interests of harrassment of this kind.

Instructions to this effect have been sent to Peking.

The Foreign Secretary agrees that should the

situation deteriorate, we may well need to upgrade our

efforts, in coordination with the Americans. In judging

what action would be most effective, we would need to

bear in mind that the Americans are currently in bad

odour in Peking, not least because they are providing

sanctuary in their Embassy to a prominent dissident,

Fang Lizhi, and his wife. He will in any case be keeping

closely in touch with developments over this case.
