3. The Home Office intend to invite all the presenters to come to London during the week beginning 26 February to give them an opportunity to meet each other and the conference organizers, to share their perceptions of the conference and to rehearse their

preferred presentations. The third date for this is 26 February (because this would enable UN participants to stop off in London on route from the UN Special Session on drugs in New York) but 27 and 28

February are also possibilities. Travel and subsistence costs

will be paid by the Home Office. If Chien and Poshyachinda were unable to attend during that week a later date could be arranged during the first half of March. In addition, if they saw the need to meet either in Hong Kong or Thailand prior to this to discuss their presentation the Home Office would be prepared to

meet the travel and subsistence costs of one short visit.

4. Unless you see objection, grateful if you would approach Chien and Poshyachinda and ask them whether they would be prepared to contribute to the work of the Summit in this way.
