5. For Berne Please ask Swiss to approach Argentina on similar

lines.

6. For Pretoria: We do not propose to invite South Africa to participate in the conference. While we would have liked to have done so, in keeping with our principle of universality, South Africa's attendance would carry a risk of boycotts and walk-outs which could jeopardise the success of the Conference. From a drugs point of view, the co-operation of many of those countries Likely to participate in a boycott or walk-out is of considerable importance.

7. For Panama City: we do not propose to invite Panama in view of our decision to end all high-level dealings with the Noriega regime except for certain specific limited purposes and of the allegations that Noriega himself has been involved in

drug-trafficking.

8. For Windhoek we propose to invite Namibia after

independence.
