The objectives of the conference are:

(a) to maintain the momentum of international co-operation on drugs developed at the International Conference on Drug Abuse and Illicit Trafficking in 1987 and at the conference which in December 1988 adopted the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances.

(b) to increase the international commitment to reducing demand for drugs.

(c) to strengthen the effectiveness of demand reduction

policies through the exchange of experience and expertise of individual governments and of non-governmental organisations.

(d) to identify ways in which international drugs. co-operation can most effecitvely be targetted to reduce the demand for cocaine and to combat its production and trafficking.

Each participating government will of course wish

to decide which of its Ministers should attend the

Conference. But we wish to ensure that the formal

invitation is addressed to the most appropriate

Minister, who may vary between Ministers of Justice, the Interior, Health, Foreign Affairs or others depending on which Ministry has lead responsibility for government drugs policy and on the particular objectives which each Government has for

the Conference. Grateful therefore if you would send a diplomatic note to government (s) to which you are accredited, informing them of the details in paragraphs 1 to 3 above and asking to which Minister the Home Secretary's invitation should be addressed, and report their response by telegram.
