relevant to the (highly improbable) case of a junior employee being prosecuted despite his complying with the arrangements for disclosure. It is, I think, arguable that he would himself have "intended to disclose to a constable" the suspicion which he had formed. In any event, however, we think that his compliance with the standing arrangements would constitute a reasonable excuse for omitting to make the disclosure personally.
