I attach Hong Kong telno 1188 which gives Hong Kong's latest thoughts in our exchange of views over extradition. I would be grateful for your comments.

2. I also attach the latest draft of a paper on the subject to be passed to the Chinese. Again, I would be grateful for your opinion on this.

3. Hong Kong intend to consult Exco on 25 April, and so, if our views are to be registered, we must make our comments by the end of this week.
