It will be important for the maintenance of Hong Kong's law enforcement capability that any mutual legal assistance agreements concluded in the near

continue in force beyond 1997. Section III of Annex I to the Joint Declaration provides that the Central People's Government shall assist or authorise the Hong Kong Special Administrative Region to make appropriate arrangements for

reciprocal juridical assistance with foreign states.

Clearly, it is important that any agreements which are to
