international co-operation in combatting serious crime has resulted in a much greater recognition of the importance of specific arrangements. Notable developments have been the 1959 European Convention on Mutual Assistance in Criminal Matters; the
Commonwealth Scheme for Mutual Assistance in Criminal
Matters formally adopted by Law Ministers in Harare in
1986; and, more recently, the UN Convention against
Illicit Traffic in Narcotic Drugs and Psychotropic
Substances, adopted by the UN in December 1988, which
obliges its signatories to afford one another the widest
measure possible of mutual legal assistance in regard to
