Programmes and other
matter
(b)
a transmission in which at least eighty per cent of the programmes in any one day shall be conducted in English;
each of which shall be maintained for at least ten hours in every day.
7.
(1) The licensee shall not broadcast any matter. other than messages and programmes of entertainment, information and education or religious services and which consist of

matter originated at the transmitting station or such other place as may be approved by the Telecommunications Authority in compliance with such conditions as that officer may see fit to impose; or
broadcast messages and programmes relayed from Radio Television Hong Kong; or
broadcast messages and programmes relayed from any broadcasting station outside Hong Kong and permitted in writing to be relayed by the Commissioner for Television and Entertainment Licensing (hereinafter referred to as "the Commissioner"); or
recorded matter.
The licensee shall not broadcast any transcript obtained from any source whether inside or outside Hong Kong except with the written permission of the Commissioner.
(3) The licensee shall broadcast such news bulletins as the Commissioner may require and with the permission given by the Commissioner from time to time may re-broadcast or relay news bulletins from the British Broadcasting Corporation, Radio Television Hong Kong or such other broadcasting stations as may be specified by the Commissioner. If the licensee elects to compile and broadcast news bulletins on its own behalf, these shall be from sources authorised in writing by the Commissioner and shall be presented accurately and impartially.
(4) The licensee shall not broadcast any religious service other than a religious service broadcast by Radio Television Hong Kong and relayed by the licensee except with the prior approval of the Commissioner.
