1. WHAT PROGRESS ON REVIEW OF PACE OF DEMOCRATISATION?
- This whole subject is under very active consideration both here
and in Hong Kong. Need to reconsider present plans for Legislative
Council elections in 1991.
But shall want to ensure that decisions we took are the right ones
and reflect wishes of community as a whole.
- Since events of 3/4 June, have been some calls for a faster rate
of change. But no clear consensus has yet emerged.
Not in Hong Kong's interests to take over-hasty decisions.
2.
WILL HMG ENDORSE THE OMELCO MODEL?
- OMELCO proposals are a significant development which has helped to stimulate the debate in Hong Kong. But only one of several models
currently under discussion.
- Have made clear that wishes of Hong Kong people will be
crucial factor in reaching our decision. Would be wrong for HMG to prejudge the outcome of current debate in Hong Kong.
3. FULL DIRECT ELECTIONS SHOULD BE INTRODUCED BEFORE 1997 (FAC
RECOMMENDATION)
Have taken careful note of Committee's recommendation on this
point. But Committee also recommend that it is for people of Hong
Kong to decide their system of Government. Must therefore await
outcome of current debate in territory.
4.
WILL HMG INCREASE THE NUMBER OF DIRECTLY ELECTED SEATS IN 1991?
- Have already made clear that we will need to reconsider plans for
Legislative Council elections in 1991, taking account of Hong Kong
opinion.
