Satellite Links
In the light of the Executive Council's decision in principle in favour of liberalising current restrictions on satellite TV signal reception, an application by the licensee to downlink (receive) such signals would be considered favourably. An application to uplink (transmit) would, however, have to be given special consideration by the Executive Council on its individual merits. NO assurance can be given on the outcome of such consideration.
Satellite Master Antenna Television (SMATV) Systems
The Executive Council has taken a policy decision in favour of exempting satellite television receive only (TVRO) equipment from licensing where signals intended for general reception only are to be received. In order to avoid a proliferation of TVRO dishes on roof tops, the Executive Council has decided that distribution within individual property developments should The Administration is considering adding the condition that this should only be allowed on condition that commercial fees are not levied. The proposed exemption from licensing for TVRO equipment and associated distribution systems will be subject to approval by the Legislative Council of the necessary amendments to the Telecommunication Ordinance.

Road Works and Trenching
The licensee must meet the requirements of the Director of Highways. Highways Department has indicated that in general the minimum cover for Cable TV ducts under footways only can be reduced to 300 mm.
Duct Sharing
Any agreement with the Hong Kong Telephone Co. Ltd. for the use of its ducts must be subject to the approval of the Telecommunications Authority to ensure that it in no way compromises the Administration's objective of encouraging of non-franchised
competition in the provision
telecommunications services.
