Many thanks for your letter of 17 March 1989 with a list of 1984 quotations on the Joint Declaration. We will make what use we can of these. I hope at the same time that it may be possible to compile a set of more recent complimentary views on the HMG/HKG record. Some of those in your list (notably Emily Lau and Margaret Ng) have since changed their minds because of what they would claim is

a let down in the implementation of the Joint Declaration.

It would be nice to show that there are still some commentators who see the whole record in a more balanced light.
