However none of the 10 universities have so far been successful in raising the necessary additional funds to provide for maintenance and other allowances.

iv) Hong Kong: the Royal Hong Kong Jockey Club. Apart from having one of the largest intakes of overseas students generally of any UK academic institution, QMWC also have the biggest Hong Kong student population at any institution outside Hong Kong. They are now much concerned to safeguard their interests following 1997.

QMWC's Principal is to visit Hong Kong shortly. There have been earlier contacts with the Royal Hong Kong Jockey Club. The latter have indicated they want to talk to the Principal about more scholarships for Hong Kong students to study in the UK. Depending on the Club's interests there might be scope for joint funding.

I mentioned to Mr Belcher that we were already linked to the Jockey Club in our co-funding with Hong Kong for the Merit Scholarship Scheme instituted in 1988.

2. I confirmed to Mr Belcher the FCO's enthusiasm generally for jointly funding awards for overseas students. I appreciated his move in drawing these new possibilities to our attention. I said that in principle each of the above 4 proposals looked as though they might be of interest and we should certainly want to pursue discussions with QMWC. Mr Belcher will take this message back to QMWC and following further discussion within the College will in due course present formal written proposals for us to consider.
