QUEEN MARY AND WESTFIELD COLLEGE, LONDON UNIVERSITY: JOINTLY FUNDED PROPOSALS

1. Mr John Belcher, Director of External Relations at Queen Mary and Westfield College (QMWC), London University, called on 12 October to sound out the FCO on several interesting potential jointly funded proposals:- :

i) The Bank of Credit and Commerce International (BCCI). QMWC have a longstanding relationship with BCCI. The latter have now offered the College £100,000 per annum indefinitely to fund a programme of postgraduate awards for overseas students. The Bank see the programme as an altruistic one and would not insist on particular disciplines. Their only conditions are that the College raise matching funds and the awards should go to students from "The Third World poorest countries".

Mr Belcher said it was possible that QMWC could also put in some money. They have a programme of "free places"

some of which could be made available.

ii) Regent Holidays Ltd.

This company based in Bristol acts as travel agent for all QMWC's travel requirements. According to Mr Belcher the company established for many years, has made a speciality of arranging individual and tours travel to China, Albania, Nicaragua, Cuba, North Vietnam North Korea and Burma.

The company is doing very good business but now wishes to raise its profile specifically in Cuba and North Vietnam - to demonstrate to the local administrations that they are concerned both to put money in to these countries as well as to make a profit. The company are therefore offering QMWC £5,000 for one postgraduate (one year Master's courses) award to be offered in each country.

iii) Chinese Universities.

Following a visit to China some 18 months ago by QMWC's Principal, the College offered each of 10 specific Chinese universities, with whom QMWC wish to develop their links and where the institutions concerned were working in disciplines/fields relevant to QMWC's interests, one fees only scholarship to a Chinese
