If there were to be a Cambodian settlement and agreement to renew project aid to Vietnam under the Asia/Latin America (ALA) Programme it is very difficult to say how much Vietnam might receive, but on the basis of present allocations to other countries under the ALA Programme the figure might be of roughly the order of £6 million per annum.

On the question of possible blocking of present EC aid to Vietnam, under the EC's emergency food aid arrangements Member States have 24 hours in which to put forward any objections. we did so, we would then need to muster a blocking minority of votes. To do this we would need the support of two large Member States or one large and one smaller Member State or two or three of the smaller Member States. In the case of aid provided for joint funded projects with NGOs there is no legal base and no requirement for the Commission to seek approval of individual allocations once the annual budget for the programme has been agreed.

7. In the event of a Cambodian settlement and Commission project proposals for Vietnam, we would only be able to hold things back if, under Council voting procedures, we could muster a blocking minority (on the same basis as for emergency food aid).
