VIETNAMESE BOAT PEOPLE : REPATRIATION
1. Mr Eggar was a little surprised by the terms of the briefing on Vietnamese boat people provided for the farewell call by the London UNHCR representative this morning. Specifically, he thought that the phraseology on mandatory repatriation suggested a rather more forward position than we had so far taken on this issue. He understands the pressures that are building up and the likelihood that we shall have to make clear a statement about mandatory repatriation sooner or later. But he is very concerned that we should give the most careful consideration to the presentation whether in public or to the UNHCR of any shift in our line on mandatory repatriation, given the press and parliamentary sensitivity.
