SPECIAL PROGRAMME OF ASSISTANCE TO RETURNEES IN VIET NAM

Annex I

A. TRANSPORTATION

will make

the

UNHCR

all necessary arrangements for transportation of the returnees from their country of first asylum to Viet Nam (Hanoi or Ho Chi Minh City).

For each repatriation movement, the Vietnamese authorities will arrange for the transportation of the returnees from the airport to their places of origin or of reintegration. When needed, transit facilities will be provided pending transportation to the place of reintegration. During their transit, the returnees will be provided with basic subsistence (meals, water, washing and recreation facilities). Basic medical supplies will also be provided. Whenever UNHCR Branch Office Hanoi is notified of a special medical problem requiring long term treatment, the prescribed medicines will be provided in sufficient quantities for the person concerned.

B. REINTEGRATION ASSISTANCE

In addition to the assistance items (clothing) received in countries of first asylum, each returnee family will be provided with a resettlement kit upon return to Viet Nam. The kits will comprise domestic and agricultural implements, the precise composition of kit depending on the size of the family and their place of reintegration.

Rice and supplementary food will be provided to each returnee for a maximum period of one year.

Some supplementary assistance to particularly needy refugees will be provided on a case by case basis. It may include an allowance to repair houses as well as specific assistance to those not returning to their place of origin. The nature and extent of such assistance will be determined in consultations with UNHCR, the working group on repatriates and the relevant local authorities.
