Talks with the Vietnamese

A first round of talks between British and Hong Kong officials and the Vietnamese took place in Hanoi on 3-4 August in open and friendly atmosphere. The Vietnamese insisted on voluntary returns, and reintegration assistance for returnees. We insisted that all non-refugees should be returned with suitable safeguards for treatment on return and pressed Vietnam to take effective steps to reduce the rate of departures. A further meeting is envisaged in the near future.

Resettlement in the UK

10. We have taken over 13,000 since 1975.

Current resettlement

commitment is for 468 Vietnamese boat people from Hong Kong over 2 years from May 1987. We are currently considering resettlement along with all other aspects of the problem.
