Mr Waldegrave has seen a copy of Mr Paul's submission of 17 November. He has commented that he is afraid he does not see why we should do either (a) or (b). He thinks we would not argue for either on the merits: it is only because we want not to offend Hong Kong. But this is, in his view, the wrong issue to support them on.
