satisfied that at the date on which an ivory

item was acquired, African elephant WAS not

listed in Appendix I of the Convention;

that a Management Authority of An importing

country should only recognize a pre-Convention

certificate issued by another Management

Authority if the date of acquisition of an ivory

item is anterior
