AFRICAN ELEPHANTS
1.
You will have seen from Gaborone, telno 178 (attached for ease of reference) that the African Elephant Working Party meeting did not reach agreement on the question of whether to support a full ban on the trade in ivory. HMG's representative at the meeting, Chris Folland of the DOE, has agreed to come up from Bristol for a meeting with those interested in the issue in the FCO.
2. We will hold a meeting in the MAED conference room
(WH 245) at 11.00 hours on Thursday 13 July. You are invited to attend or send a representative. The object of the meeting will be:
a) to gain more information about the African Elephant Working Group meeting, and especially on likely follow-up action.
b) to discover what line DOE officials are likely to put to their Ministers in preparation for the EC CITES meeting at the end of July, which will consider exemptions to the EC/UK ban on imports of ivory

c) to indicate to DOE our need for flexibility in implementing EC legislation, bearing in mind the peculiar position of Hong Kong and the opposition to UK/EC policy of a number of countries in Southern Africa.
