PROBLEM

What input should the FCO make to the instructions

given to British officials (from the DOE) attending the

EC CITES meeting on 27 July concerning exceptions to the

EC ban on the import of African elephant ivory?

RECOMMENDATION

I recommend that the Minister write to Lord Caithness

at the Department of the Environment along the lines of

the attached draft.

3. On 23 May Lord Caithness announced the Government

decision to support the proposal to include the African

the Convention on Internatimal Trade in Endayered Species of Flora & Fauna elephant on Appendix I of (CITES) and on 9 June announced a
