You and most of the copy addressees attended a meeting in MAED to discuss the next steps. It was agreed the first step should be for MAED to submit to Ministers, recommending a Ministerial approach to the Department of the Environment. I attach a draft submission together with a draft letter from Lord Glenarthur to Lord Caithness and would be grateful for your comments by close of play tomorrow, Wednesday 19 July. I regret the short deadline: it is an unfortunate consequence of the rail strike.
