Lapointe had it in mind that such legislation could follow the Sudanese model. I am not sure this is right - the shaikhs would be likely to assume that something coming out of Sudan would be doomed to failure. Lapointe left well content with his visit, and convinced that he would have good news to report to CITES in the autumn.
6. I undertook to let Shaikh Hasher Maktoum, my informant in para 2 above, have a copy of relevant extracts of the UK legislation forbidding trade in raw ivory and rhinoceros horn. May I ask you to dig this out and let me have it.

Stop press: we learn from a well placed journalist contact that federal legislation is likely to be enacted soon, with the Presidential Court given the task of ensuring its application, in place of the Ministry of Agriculture.
