COMMAND AND CONTROL
66. MOD's C2 facilities will be much enhanced, but major operations are likely to require command by an appropriate
4-star JHQ. There may be scope for developing an existing
2-star HQ both to cater for a possible SRF divisional requirement and to provide the major land component for JFHQ. There will need to be a coherent PI policy implemented at all levels. In European terms, the WEU will probably offer initially a better forum for facilitating co-operation OOA

AREAS FOR INVESTMENT

OCA interests argue for investment in the training of foreign nationals as most cost-effective for the promotion of stability, improved CBD capabilities and appropriate satellite
reconnaissance and STAR facilities. In terms of platforms,
they suggest importance for amphibious and organic air assets,
multi-rôle naval platforms, tactical transport aircraft, SH,
AAR, and multi-rôle and VSTOL combat aircraft. In terms of weapons, they argue for lightness, increased individual lethality and greater stand-off ranges. They stress the importance of flexibility and mobility in forces generally.
