The aims of the registration process are:

(1) To compile lists of refugees for presentation to Immigration authorities as soon as the ship gets alongside (or in time to transfer to another ship).

(2) To compile details which can be quickly incorporated into a signal format in order to tell outside agencies the names of refugees on board and how they can be contacted.
