GENERAL DIRECTION OF EVACUATION
101. Direction of the Operation.
The CDS will direct operations through the
nominated JHQ or JFC if no JHQ is established.
102. Political Direction. HM Representative in the country concerned is responsible for advising the JFC/OCR on the general direction of the evacuation. When a SAE is implemented for a country where there is currently no UK diplomatic representation, the FCO will appoint a diplomatic representative. He will be responsible for the general direction of the evacuation and will normally arrive with the leading elements. The conduct of military operations and responsibility for military support rests with the appointed military commander.
103. Joint Force Commander. A JFC may be appointed by CDS to exercise operational control of all forces assigned to the operation within a designated area of responsibility. The JFC will report to CDS through the Deputy Chief of the Defence Staff (Commitments) (DCDS (C)) or the 4-star JC (as appropriate). He is to work closely with HMA or BHC of the country being evacuated.
OPERATIONAL COMMAND AND CONTROL
104. An Operational Commander is nominated in each Part 2 plan. However, when a plan is implemented, a change in circumstances may require the selection of a commander other than the one nominated. In this event the commander will be designated by MOD by signal. He will be responsible to CDS for the conduct of operations. The choice of Operational Commander depends on:
a. Area Concerned. An overseas commander would normally command an evacuation within his operational area.
b. Forces to be deployed. In areas where there is no resident overseas commander, the operation will be commanded by either:
(1) CINCFLEET, AOCINCSTC or CINCUKLF, or
(2) A Joint Force Commander (JFC) appointed by CDS.
105. Operations Commanded by Commander-in-Chief Fleet.
CINCFLEET is to exercise operational command over all forces committed to the operation. Operational command of STC aircraft assigned to the operation is to be exercised through a Deputy in the Chief of Staff's Group at CINCFLEET. Operational command of AT forces will normally be delegated to AOC 1 Gp. Operational command of land forces assigned to the operation is to be exercised through a Land Deputy in the Chief of Staff's Group at CINCFLEET.
b.
Operational control of other STC aircraft is normally to be delegated to the appropriate Group Commander.
