PRECEDENCE OF EVACUATION PLANS

19. Operations based on JTP No 1 (SAE) and JTP No 121 (SPE) will not normally be implemented concurrently in the same country. If an SAE has been

implemented, and subsequently it becomes necessary to deploy protection forces, the operation would continue under the provisions of JTP No 121, superseding JTP - No 1. Conversely, in an SPE, if armed forces become unnecessary and are withdrawn, the evacuation could either continue under the auspices of JTP No 121 or JTP No 1 as directed by MOD.

NUMBERS LIKELY TO REQUIRE EVACUATION

20. When each Part 2 plan is reviewed, HM Representative will be asked to submit revised numbers of evacuees in accordance with the proforma at Annex B. It is accepted that these numbers are estimated, but they should provide for the worst case when the total evacuation commitment requires Services' assistance.

AIM

The aim of each evacuation plan is to provide Services assistance to HM Representative in the country concerned for the evacuation of UK nationals and certain other categories of persons for whom he has accepted responsibility.

ROYAL NAVY

26. HM ships, helicopters, landing craft and Royal Fleet Auxiliaries (RFA) as available; the latter, being civilian manned may be more acceptable to some countries. The number of evacuees that can be lifted by HM Ships and helicopters will vary with the distance over which the evacuees have to be carried and the prevailing weather. The distance of the lift may be restricted to passage to the nearest secure port or airfield. The lift capacity under austere conditions is illustrated in Annex B.
