FUTURE OF THE FIVE POWER DEFENCE ARRANGEMENTS
1. Lord Glenarthur commends this paper and its conclusions to the Secretary of State. The paper is the fruit of
considerable work and research within the Office (notably SEAD) and at Posts.
2. The further research commissioned earlier this year by Lord Glenarthur reinforces him in his view that the benefits of FPDA membership far outweigh the disadvantages. He considers that the paper makes a convincing case for this and brings out well the considerable importance for our relations with South East Asia and Australasia of FPDA membership.
3. Lord Glenarthur agrees with Mr McLaren that we should keep FPDA membership under review. The situation is likely to look different by the mid-1990s, when we shall need to re-assess our policy.
